The Board met pursuant to notice, at 10:00 A.M. in the Main Hearing Room at the Illinois Commerce Commission’s offices at 527 East Capitol Avenue, Springfield, IL.

Welcoming remarks:

 

Chairman Walter opened the meeting at 10:05 A.M.; the roll call was taken, and a quorum was present.

 

  1. Approval of Aug. 29-30, 2016 Open Meeting Minutes

 

On Linda Zerwin’s motion and Glenna Johnson’s second, the minutes were unanimously approved.

 

 

  1. Public Hearings

 

  • McDonough/Schuyler County Consolidation Application:
  • Motion was made by Ralph Caldwell and seconded by David Clague to recommend that the 9-1-1 Administrator approve subject to the conditions stated in the Administrative Law Judge’s Recommended Decision.  Motion carried by a unanimous vote by the Board.

 

  • Christian/Shelby County Consolidation Application:

 

  • Motion was made by Ken Caudle and seconded by Ralph Caldwell to recommend that the 9-1-1 Administrator approve subject to the conditions stated in the Administrative Law Judge’s Recommended Decision.  Motion carried by a unanimous vote by the Board.

 

  • DeKalb County Waiver Application:

 

  • Motion was made by Linda Zerwin and seconded by Larry Deetjen to recommend that the 9-1-1 Administrator approve subject to the conditions stated in the Administrative Law Judge’s Recommended Decision except modified as follows:  a consolidation plan must be filed by July 1, 2018, and consolidation must occur by July 1, 2019.  Motion carried by a 6-1 vote by the Board.

 

  • Williamson County Waiver Application:

 

  • Motion was made by Linda Zerwin and seconded by David Clague to recommend that the 9-1-1 Administrator Disapprove of the Request for a Waiver of Consolidation as filed, and direct that Williamson County shall file a consolidation plan on or before January 1, 2017, and complete consolidation by closing one PSAP by July 1, 2017, and file status reports with the 9-1-1 Administrator every two months.  Motion carried by a 6-1 vote by the Board.

 

  • Forest View Waiver Application:

 

  • Motion was made by Larry Deetjen and seconded by Linda Zerwin to recommend that the 9-1-1 Administrator approve the Request for Waiver of Consolidation subject to the conditions stated in the Administrative Law Judge’s Recommended Decision except as modified as follows:  Forest View shall file a consolidation plan on or before July 1, 2017, and complete consolidation by July 1, 2018, and file status reports as required by the 9-1-1 Administrator.  Motion carried by a unanimous vote by the Board.

 

  • Deerfield Waiver Application:

 

  • Motion was made by Ken Caudle and seconded by Larry Deetjen to recommend that the 9-1-1 Administrator approve the Request for Waiver of Consolidation subject to the conditions stated in the Administrative Law Judge’s Recommended Decision except as modified as follows:  Deerfield shall file a consolidation plan by July 1, 2017, and complete consolidation by July 1, 2018, and file quarterly status reports with the 9-1-1 Administrator.  Motion carried by a unanimous vote by the Board.

 

  • Lawrence County Waiver Application:

 

  • Motion was made by Ralph Caldwell and seconded by Jana Fear to recommend that the 9-1-1 Administrator approve the Request for Waiver of Consolidation.  Motion carried by a unanimous vote by the Board.

                                               

The meeting was recessed at 3:22 PM until 9:00 AM on September 20, 2016.
