Statewide 9-1-1 Advisory Board Minutes

The Board met pursuant to notice, at 10:00 A.M. in the Main Hearing Room at the Illinois Commerce Commission’s offices at 527 East Capitol Avenue, Springfield, IL.

Welcoming remarks:

Chairman Walter opened the meeting at 10:00 A.M.; the roll call was taken, and a quorum was present.

1) Approval of October 17, 2016 Open Meeting Minutes

On Linda Zerwin’s motion and Glenna Johnson’s second, the minutes were unanimously approved. 

2) Public Hearings

• Madison County Waiver Application:

o Motion was made by Linda Zerwin and seconded by Ken Caudle to recommend that the 9-1-1 Administrator approve the request for waiver of consolidation subject to the conditions stated in the Administrative Law Judge’s Recommended Decision except modified as follows:  a consolidation plan must be filed by August 1, 2017, and consolidation must occur by August 1, 2018.  Motion carried by a unanimous vote by the Board.

 

• Maywood Waiver Application:

o Motion was made by Linda Zerwin and seconded by Ralph Caldwell to recommend that the 9-1-1 Administrator approve the request for a waiver of consolidation subject to the conditions stated in the Administrative Law Judge’s Recommended Decision except as modified as follows:  a consolidation plan must be filed by December 31, 2017, and consolidation must occur by December 31, 2018 with quarterly reporting.  Motion carried by a unanimous vote by the Board.

• Hillside Waiver Application:

o Motion was made by Glenna Johnson and seconded by Ralph Caldwell to recommend that the 9-1-1 Administrator approve the request for a waiver of consolidation subject to the conditions stated in the Administrative Law Judge’s Recommended Decision except as modified as follows:  a consolidation plan must be filed by December 31, 2017, and consolidation must occur by December 31, 2018.  Motion carried by a unanimous vote by the Board.

• Markham Waiver Application:

o Motion was made by Ralph Caldwell and seconded by Larry Deetjen to recommend that the 9-1-1 Administrator approve the request for a waiver of consolidation subject to the conditions stated in the Administrative Law Judge’s Recommended Decision except as modified as follows:  a consolidation plan must be filed by December 31, 2017, and consolidation must occur by December 31, 2018.  Motion carried by a unanimous vote by the Board.

3) Fiscal Updates

Karl Pound indicated that the main distribution in November was lower due prepaid funds being less.  Main distribution in December will go out during the week of December 12th.  Counties under 100,000 checks should be cut around December 8th barring any delays in the process.

4) Administrator Update

• 2016 AR911 Reports – 24 reports still have not been filed.  Last notice was sent on November 18 with 6 reports being filed since that date.

• Consultant Agreement – The consultant has signed the agreement.  Hoping to have a kickoff meeting in January.

• 2017 Consolidation Grants – The Notice of Funding Opportunity will be posted on the website by January 2, 2017.  Grants will be given for unserved areas and consolidations.

• Annual Report – The 2017 Annual Report was emailed to all 911 authorities on December 1st.  The report is due on January 31, 2017.

5) Legislative Update

Senate Bill 26 with House Amendments 3 & 4 is still around, but should start fresh in the spring.  The ISP has a full year of funding for the 911 fund.  The ISP should have a draft of new legislation for the next Board meeting.

6) Establish Meeting Dates for 2017

The following meeting dates were selected for 2017:

January 23

February 27

March 20

April 17

May 22

June 19

July 24

August 28

September 18

October 30

December 11

7) Old Business

A concern was raised that there may be some VoIP providers not remitting surcharge. 

8) New Business

 

John Hosteny indicated that the ISP will be using Administrative Law Judges (ALJs) from a bank of ALJs for state agencies instead of using ALJs from the Illinois Commerce Commission.  The ISP is part of a pilot project.  The ALJs are from the Dept. of Financial and Professional Regulation.  Three hearings were held with the new ALJs on December 13.

Rosemont, Deerfield and Forest View have filed lawsuits challenging the Statewide 911 Administrator’s orders.

9) Public Comment
